Job Description:

The Case Management Division is responsible for enabling the Coast Guard’s (CG) marine environmental response mission by providing funding to all CG and Environmental Protection Agency (EPA) Federal On-Scene-Coordinators (FOSCs) nationally to mitigate the threat of, and in response to, oil and hazardous substance incidents and oversees subsequent cost recovery efforts from Responsible Parties. You will serve as a Case Management Specialist (Case Officer) on one of the four geographically designated Regional Case Teams within Case Management.  You will provide Oil Spill Liability Trust Fund (OSLTF) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) funding and fund related support to all CG and EPA FOSCs during oil and hazardous substance spill responses and substantial threats. You will perform and oversee subsequent cost recovery efforts from Responsible Parties under the Oil Pollution Act of 1990 (OPA 90).

Job Responsibilities:

  • Recovering costs of oil and/or hazardous substance spill removal and threat mitigation and payments for damages from responsible parties.
  • Monitoring the spending and accounting of funds allocated from the Oil Spill Liability Trust Fund (OSLTF) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) for the removal and/or mitigation of substantial threat of oil/hazardous substances and payment of damages on a case-by-case basis.
  • Representing the National Pollution Funds Center (NPFC) at meetings, committees, panels, etc., within the USCG and with representatives of other public or private organizations
  • Designing and implementing studies, collecting and evaluating information, identifying existing or potential problems or trends, formulating alternatives and, after obtaining supervisory approval, dealing directly with representatives of higher management in gaining acceptance and implementation of recommendations.
  • Supporting On-Scene Coordinators during spill response and threat mitigation operations.

Job Requirements:

  • This position requires a Background Investigation.
  • U.S. Citizenship is required.

Qualification & Experience:

  • At the GS-11 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-09 level in the federal service. Specialized experience includes experience supporting on-scene coordinators during spill response and threat mitigation operations; assisting with training of field personnel; recovering costs of oil and/or hazardous substance spill removal and threat mitigation and payments for damages from responsible parties
  • At the GS-12 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-11 level in the federal service. Specialized experience includes experience studying, analyzing and developing ways to improve the accuracy, adequacy, timeliness, and validity of data for dissemination to managers; ensuring timely and appropriate access to oil and hazardous substance removal funding
  • At the GS-13 level: Applicants must have at least one year of specialized experience equivalent to at least the GS-12 level in the federal service. Specialized experience includes experience developing detailed long-range goals and objectives for implementation of the programs and/or criteria for evaluating their effectiveness; identifying existing or potential problems or trends and formulating alternatives; presenting controversial study findings and recommendations to higher level officials OR
  • Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related
