Job Description:

As a Marine Transportation Specialist, you will be responsible for planning, coordinating, and implementing international treaties and national laws, regulations, and policies pertaining to the Mariner Credentialing Program (MCP). Participates in the development of mariner credentialing standards and is a subject matter expert in assisting in the review and updating of credentialing process documentation, implementing new mariner credentialing policies to include training of NMC employees, and development of informational strategies with the maritime industry on mariner qualification standards and the credentialing process.

Job Responsibilities:

  • Serving as Limited and Restricted endorsement SME and external Point of Contact (POC) in assisting local Officers in Charge of Marine Inspection (OCMIs) in the creation of limited and restricted approvals to ensure compliance with regulation/policy.
  • Providing advice and assistance to the NMC Commanding Officer and Deputy Director on a variety of guidance documents and processes related to the U.S. MCP.
  • Assisting the MCP in adherence to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW); mariner credentialing law, regulation, policy, and other guidance.
  • Assisting in improving evaluation process documents, credential drafting documentation, evaluation job aids, website materials, and training materials.
  • Serving as the unit technical expert regarding all aspects of evaluation and issuance of towing vessel, MODU, and tankerman endorsements.

Job Requirements:

  • This position requires a National Agency Check with Inquiries (NACI).
  • The position requires a valid state driver’s license.
  • A one-year probationary period may be required.
  • Males born after 12/31/1959 must be registered for Selective Service.
  • U.S. Citizenship is required.

Qualification & Experience:

  • To qualify for the GS-12 level, applicants should have at least one year of specialized experience at or equivalent to the GS-11 level in the Federal service. Examples of specialized experience include the following: Experience working aboard vessels as a credentialed officer.  Serving as a subject matter expert on the calculations, transfers, training, assessments and all other requirements for towing vessel, MODU, and tankerman endorsements. Developing and/or presenting briefings to senior level civilian/military leaders or the maritime industry regarding mariner credentialing
  • To qualify for the GS-11 level, applicants should have at least one year of specialized experience at or equivalent to the GS-10 level in the Federal service. Examples of specialized experience include the following:  Experience working aboard vessels as a credentialed officer. Ensuring adherence to the International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers (STCW); mariner credentialing law, regulation, policy, and other guidance. Reviewing and/or recommending improvements to mariner credentialing processes.
