Job Description:
This position is located in the Department of Homeland Security, Office of Biometric and Identity Management (OBIM), Identity Capability Management Division (ICMD), Capability Development and Management (CDM) Branch Arlington, Virginia. The primary purpose of this position is to identify avenues for expanding OBIM’s portfolio of customers/stakeholders through the targeted identification leads.
Job Responsibilities:
- Conducts detailed studies or participate in studies as a subject matter expert in partnership with federal, academic, and industry organizations, as well as coordinating within the organization and leveraging Headquarters (HQ) resources as necessary.
- Conducts research and analysis on proposed capabilities as part of a formalized and repeatable method of identifying, evaluating, and disseminating information on new and relevant technologies.
- Analyzes and evaluates current business operational processes to identify areas for improvement; researches and reviews new business and technological methodologies to provide requisite information for leadership decision support.
- Identifies, maps, and coordinates all the functional business processes that support acquisition of materials and services within ICMD.
- Engages in multiple initiatives simultaneously and works under minimal guidance with established and potential users of OBIM identity services to identify needs.

Qualification & Experience:
GS-13: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Evaluating the effectiveness of administrative programs in meeting their goals and objectives;
Analyzing customer capability gaps to identify or recommend solutions; Providing information or guidance regarding new or modified technology to potential users; and Identifying business processes in need of improvement or modification.
